Internet Access

Can anyone help ?

What I'm looking for is a program that will allow me to control the internet access of a network from a central point.

The internet access is run from a proxy server across a lan to approx 170 machines. What I would like to be able to do would turn these machines on or off as required.

Does anyone know of anything which would be suitable or does proxy server have the ability to do this ?
