The reason I say this is because the memory test is much lower at 1.33GHz than 1.3GHz. I noticed that 8KB to 64KB reads get 0MB/s at 1.33GHz but the rest of the tests are faster.

Is my CPU defective?

I think it's more likely Wintune is defective, I remember it ranked my M64 as being faster as some TNT2ultra's.

I think it's a bug in the program that won't go past 8000 MB/s. If I run Unreal while doing the memory test I get around 3300-3400.
