What type of programming are you interested in? What is it for? Are you new to programming?
If you are new to programming I would not bother buying. You can download Visual Basic 5 for free (but you can't create exe's with it), or Borland (http://www.borland.com/bcppbuilder/freecompiler/) commandline compiler (also free, but fully functional).
If you know all this already, sorry. Try being more specific.
