My sound card just makes these wierd beeps whenever a sound is supposed to go...its not the driver, any ideas?

What kind of sound card is it? Brand? Model? ISA or PCI?

My experience has been that [certain] sound cards can be really tempermental. Is the software that accompanied your sound card loaded, not just the drivers? Is anything plugged into the jacks on the back of the card? Is your sound part of, i.e., built into your mobo? What sound programs, e.g., Real Player, Windows Media Player, are you using? Provide a bit more info. Maybe someone can point you in the right direction.
