Hey boys n girls...

The picture speaks for itself. Came fresh from the box this way with an Abit BE6-II motherboard. The plastic bag the cable was in was factory sealed. Is it supposed to be like this, or did I get a bad one that slipped past QC?

Yes it is.... I've seen many conductor no. 80 cables like that. Some seem to have it, and some just don't. The IDE controller uses this notch to identify the fact that an ATA/66 cable is connected and that it is hence safe to run at ATA/66 rather than ATA/33. This is known as "cable select". Other ways of achieving this are to block a hole or remove a pin on the connector.
