AT&T less for the same price. Dear AT&T@Home customer:

In order to improve overall network performance, next month AT&T@Home will implement
up-stream rate limiting that will cap the speed at which you can transmit from your
home to the Internet at 128 kbps. Download speeds will remain unchanged.

This is really good news. It means you can still download web pages and files at
rates many times faster than conventional dial up services. And isn't that why you
chose our always on, high-speed cable modem service in the first place?

But before you wake the dog and phone your neighbors, we want to assure you this is
no big deal. Unless you regularly send gigantic graphic files via e-mail (And we
mean really huge, Titanic-size files, not just cute pictures of the kids.) you
won't notice a thing.

So why are we going to all this trouble?

The reason is that a few @Home users are abusing our service. Under normal
circumstances, most users transmit very little information to the Internet.
The data transmitted during email transactions or requests for Web pages is very
small compared to what is downloaded to users. However, we do have certain @Home
users who are running large Internet-related businesses, sending huge business
related graphics, or otherwise soaking up giant amounts of bandwidth in the upstream path
in violation of the @Home Acceptable Use Policy. Think of it like the guy who shows up in
the buffet line with his own Tupperware containers. He isn't looking for a meal. He's looking
to get a week's worth of groceries out of the deal.

By limiting up-stream transfer speeds, we can limit the impact these users will have on your
enjoyment of the service. We have used this technique in other parts of the country with great
success. It is also in compliance with the @Home Acceptable Use Policy.

In addition, we are constantly monitoring our network. When we find someone who is violating our
user policy we take appropriate actions. Our goal is to ensure that we deliver the best service at
the best price for all our customers.

How nice. If they are monitoring as they say why can't they add to their acceptable use policy that "if found abusing, they will be emediately removed from the service" in big bold letters. this would trim the fat and have the certain users that abuse the service get on the proper plan and not make everyone pay for their improprieties. @home is big enough that they could book some more bandwidth. Trying to cut their costs at the clients expence is all that is.
