It is a simple file verification that is used to check the validity of a file that was used with a file compression utility like WinRAR. (a type of Checkfile)
This is a validation utility that will help you identify files that downloaded incorrectly. Every post should include a *.SFV file that includes validation information for each all of the archive files, and this utility compares each file to a value in the SFV file. WinRAR does have the ability to validate archives, but you must have all the files to use it. With SFV32w, you can validate files as you download them.

So do i use winRaR with it or what? I opened it with notepad and it looks like everything downloaded correctly, but i'm getting a problem when i try to unRaR everything. thanks

Well from within winrar you should be able to start the extraction process on the first file and then it will automaticly go onto the next file and so on. The SFV file is just a checkfile so you can determine that you did get the complete files (no hiccups in the download) Usually the extraction process will end up creating an ISO so that you can create the cd that you downloaded
