Kinda depends on the original size that you are resizing from, the file type chosen, and the compression used doesn't it then?

The question seems nonsensical without more information. But let's assume some things, I mean a lot of things.

First let's say our original is 100 units. It is obvious then that the worst quality would be the largest value, or 421. The next assumption would be to ignore resolution and color depth and browser and monitor and all of the other important things when it comes to image quality.

Actually, I incorrectly worded the question, so you guys get another shot!

If you need to resize images for the Web, to which of these values should you not scale the image?

a. 389
b. 400
c. 409
d. 421

The answer is B, 400. Using a prime number will have your graphics program compress the image in unpredictable ways.
