message saying ( new mode ) out of frequency

Ever since i have had this pc i have had nothing but problems.
Whenever i turn the pc on, it says new mode, out of frequency, going to power save mode. We phoned the technical support and they advised us to change monitor, so we did.
Changing the monitor did absolutely nothing, the problem is still there!
Is there something i can do to stop this message cos it wont let me play games or use certain parts of my pc.............

Just to help other members out, what brand of computer, system specs, is it used or brand new, when exactly is it giving this message, did you recently install something new when this happened, things like that http://sysopt.earthweb.com/forum/smile.gif
