Heatware Registration

I am unable to find the way to register a new name on the "Heatware" website,how is this accomplished?

You currently cannot register your own. Someone must leave an evaluation of you before you will appear in the list. when you leave an eval you will be required to submit some information. Heatware is undergoing some changes here (http://forums.anandtech.com/messageview.cfm?catid=45&threadid=315454&highlight_key=y&keyword1=heat23) and you can make suggestions to heat in the thread.

How can you register a user name so people can leave information about yourself, with what was said someone else has to start the information for you. If this is the case who selects your user name?
