would a line phone filter help to keep my connection and quality feedback from the internet better? Is the line filter only for DSL?

Yes, I believe that the line filter that you are referring to (the in house filter) is only for dsl.
You could try http://www.speedguide.net
for some hints at improving your connection speed. If you are having line quality problems then there is little that you can do other than phone your telco and ask that the line be checked beacuse you are hearing noise on it. If you tell them that you are having connection problems they will probably fluff you off as the telco's only promise a 9600 baud connection. Make sure that you say that you can hear static or a hum or something like that.
