Is a 512Kbps downstream and 128Kbps upstream fast?? And does cable usually reach the peak connection like if the cable was limited to 256kbps would it connect to the network at 256kbps all the time??

Something that I've noticed about connection speeds ist that its usually %80 of the advertised speed. One of the things you notice is that websites that you connect to are slower than your connection. Upstream is at about 115k.
