Hard drive speed question?

I have (2) Western Digital HD's, one is 7200rpm and the other is 5400rpm. Under Sandra 2000 with windows cache off the 5400rpm drive benchmarks faster than the 7200rmp drive. And under HD Tach(freeware version) the only difference between the two is the 7200rpm drive has 2.1ms faster random access time. I don't know what to think this. Is the 7200rpm just hype under Win98?

Nope, the 7200RPM should be faster in access time, and transfer time, since the Disk Platters are spinning at 1.5 times the speed of the 5400RPM drive.

It is NOT hype.
