Conflicts, Conflicts, Conflicts.
Before reinstalling. Try booting in safemode. See if the problems are still there (Icons/choppiness/etc) If not, you have drivers that are corrupt/outdated/suck!
You can also take the slow route, and safe boot loading only the files you want to try. Video to see if maybe they are the root of your problem.
Have you reinstalled the latest DirectX drivers (DirectX7.0a)?? Make sure that is done. VIA drivers? BIOS?

One other thing......
Other than a driver problem (which it most probably is). Have you mad sure your cards are seated properly into you Mobo?
Main thing is not to panic, it`s gonan be someting simple (unless the V3 is on it`s way out). Try your V3 is someone else`s PC if you can.
Maybe even program you are installing is taking some serious resources!

I've got all the latest drivers installed. oh except the mobo drivers i don't know how to flash the bios, but i have the latest mobo drivers on a floppy. Nothing works applications keep coming up with new errors every time i boot the pc. The latest is yahoo messenger keeps reporting no isp connection when i'm logged on the net. could the hd be on the way out?? or the Ram??? or the CPU aswell as the v3??? i've tried everything from changing settings in the bios to removing the dma settings from the cd-rom and hd's. Can you help??? Thanx for replying but i've tried those suggestions.

i have been told to clean my cd-rom, and then re-install windows etc. I don't think it's my rom it's only about 6 month old. It was fine until i formatted it, i reinstalled everything the same as i have always done but nothing. Already formatted it 6 times trying to resolve the problems in about 1 week. it needs doing again, mnothing is working. I think now it's the primary hd the 2.6 fujitsu, maybe the RAM.
Help would be much appriciated.

You don't mention whether your Device Molester shows any problems. You should open up your case & reseat all PCI & ISA cards, cable & power connectors to eliminate those possibilities.
If that doesn't help, it may simply be time to "rebuild" your OS. Here's a good link for a no-reformat clean reinstall of W9X:

Nothing in the device manager shows a problem. Everything is supposedly working fine. I've re-installed many times nothing seems to work.

Well, let me ask this. Are your "reinstalls" clean, or overtop your existing Windows? If overtop, that usually does NOT fix problems. If clean, do the problems show up immediately even before you start reinstalling your additional programs? If they don't, then it could be a particular program(s) that are the problem.

I am now suffering from mouse faliure to respond and fatal exeptions at boot up just as the desktop is coming on. Sometimes the mouse stops to respond after a while. Applications are slow to load and continually crash. Icons somtimes fail to appear. I have a V3 3000 AGP which i believe couses icon problems but i can't find any obvious problems. I have re-installed windows about 5 or 6 times but the problems are still there. I have an AMD k6/2 450, v3 (as stated), 64mb Semans sdram, jetway j542b mobo, 2 hd's (2.6 Fulitsu + 1.1 seagate), 44x ATAPI CD-ROM and a sound blaster 16. Can anyone help?? The problems only started after a format.

I re-installed everything again for the 7th time today, using a low level format as usual. But this time i re-arranged the order my ide devices were layed out. They were set out like this:
2.6Gb Fujitsu HD on IDE1 set to master
1.1GB Seagate HD on IDE2 set to master
44X ATAPI CD-ROM on IDE2 set to slave
so i changed them to, as a last resort:
2.6GB Fujitsu HD on IDE1 set to master
44X ATAPI CD-ROM on IDE2 set to master
1.1GB Seagate HD on IDE2 set to slave
Everything is working now and fast too, thanx to everyone for your suggestions. The help was much appriciated.
