Why does "Microsoft HTML application host" attempt to access the internet upon starting my machine? And what exactly is it?

I have that exe file in both my NT4 & NT5 partitions but it has never tried to access the internet. Could it be the critical file update program that MS has?

Looks like that file is part of the the Internet Explorer 5 Repair Tool

http://support.microsoft.com/support/kb/articles/Q194/1/77.ASP

and it's listed in the IE4.cab

http://support.microsoft.com/support/kb/articles/q221/5/26.asp

I'm using IE 5.01 on W2K, and I have this file on my system, but I don'tt have 'MS HTML Application Host' attempting to access the Internet from my ZA.

I'm not sure why not, unless its something to do with my settings...
