IEEE 1394 on a 75 Mhz mobo

I'm thinking of getting an IEEE 1394 port on my pc which is an Asus Sp 97-v mobo running a k63-333 @ 75 Mhz. Do you get the 400 Mbs data transfer rates on such a system or is that reserved for higher bus speeds like 100 or 133? I want to get a digital video cam without buying a new system. Appreciate your help on this.
