How do you remove the non upgrade windows 95 to install windows 98?

Reformat your C drive. Don't forget to backup your documents, downloads, etc. first.

Kill system.ini, win.ini, user.dat, system.dat, rename windows dir. The dat files are hidden in the windows dir.
Sys the c: drive w/ W98 sys disk.

Now you can install and leave your data files in place.

I am curious to why you want to remove win 95 - If you have a win 98 upgrade do you not need something to upgrade - Besides I thought win 98 was the latest and greatest fix all bug patch for win 95 (sorry for the bad humor)....
