can you fry a mobo or a slot 1 chip by not seating it correctly?

Can you fry a chip or mobo by not seating it correctly? I didnt have the chip seated in all the way and I turned it on... now It doesnt work at all. Does that fry the chip? the mobo? both? Or does it just do nothing?
