For those of us (like me) who can't get sites like dialpad.com or phonefree.com to place _working_ PC to Phone LD calls, will a product like Net2Phone do the trick for me?

It's on sale for $10 w/ a 30day guarantee. http://www.net2phone.com/jump/freeuskit/

Are you actually able to call phone numbers, or just other computer users online?

Yes, my girlfriend is in New Orleans studing and I am in Baton Rouge I call her every night. Phonefree lets you call PC-PC or PC to phone. If she is online and has phonefree running I can call her direct. Freewwweb is clear because it doesn't have any banners running. I like to try it on DSL. I guess some nights phonefree sever is busy and while we are talking it will cut out a little and we will disconnected. Some nights it is perfect. There is a little bit of delay when you are talking but it is free so we tolerate the small problems.Check it out Phonefree.com download it,

Does anyone know if any of these free PC-phone long distance services work from or within Canada?

These services usually say that they only work when the computer or phone that answers the call is in the US, but they (as of the last time I checked) don't specify if the computer making the calls has to be in the US as well. I'd try but my sound card is terrible for things like that, and I haven't got my internet connection to work over my LAN and on my computer with a better sound card yet...
