am considering opening a local parts store... anyone have leads as to where I could start buying inventory? memory, monitors, cases, mobos, cpus, drives, etc....

Try http://www.evertek.com They seem to have some good prices but they only sell to dealers

Most of the companies that my bussiness deals with , only requires a resale certificate or financial report.

Depending on the amount/volume you plan to buy, some companies also require a certified "letter of guarentee" (sorry for my spelling 2:30 am) from your bank for guarentee of payment. And if you deal in a excess of $100k + volume you'll more than likely have to supply a financial statemant for a large volume account.

The company I mentioned above I think only requires a resaler's certificate.

Also I forgot to mention I use http://www.4reseller.com for a lot of volume parts that are real cheap. They have everything you could imagine at some really good deals.

How do I acquire said reseller certificate? I'm going to start very small, specialize in something, and build inventory from there. Maybe just RAM and CPU/MOBO combos.....

You typically acquire a reseller's certificate from your jurisdiction.s (state/local.. although I think it's state) taxing authority.

This allows you to purchase goods and not pay tax since you plan to resell the goods, not keep them for personal consumption. There is a bunch of paperwork involved, not to mention the record keeping.

Start calling your local/state tax authorities, or even small business administration offices or Better Business Bureaus. Someone will surely know where you should start.

Poke around online as well, especially your state's official website. You may stumble across the info.
