I've got a system here with a 40 gig hard drive and win2k pro. I was just wondering if win2k pro has a utility that can break this HD into 4 segments like the owner wants, or can it only be done with Partition Magic? Has anyone used this software which I found from a sysopt search: http://www.users.intercom.com/~ranish/part/

Yes, Windows 2000 does have a tool for making and removing partitions. You can use Disk Tools. However, it cannot break up a partition that already exists without losing the data on it since you'll need to delete that partition and then remake it. You're gonna need a third party disk utility such as Partition Magic or Ranish Partition Manager.
I've read posts on the Internet saying that Ranish Partition Manager works flawlessy for Win2k. However, I haven't tried it personally to give you my opnions...

If you haven't installed yet, do the partitioning in the setup/install program (it's got an integrated fdisk/format section). It'll format the system one and you can use disk tools to format the other partitions.
