"Windows is shutting down..."

Appreciate some assistance.

Installed W98SE, and when shutting down (Start>Shut Down>OK, etc.) the screen shows the W98 logo, and at the bottom of the logo it reads" "Windows is shutting down".

However, the computer does not shut down automatically, as it would be expected. Have to press the power button to shut it off.

Any ideas on how to get the pc to shut down automatically?
