Looking for a program to edit/make mouse pointers

It seems Windoze can use .CUR, .ANI, and .ISO file formats as cursors.

I think there all just types of low color bitmaps. And I have programs that'll convert a .CUR to any other image format (which will allow me to edit it) and also convert from any format back into an .ISO which can be used as a cursor. But when I do this I lose the transparancy and my mouse cursor ends up being a big block.

I've looked for a way to save the color pallette, but no luck.

Anyone know of specific programs to edit cursors? Or how to do it manually?
