I know it can only be used for web sites with servers,but what does it do?

It pings a server by sending massive amounts of useless data which overloads the server and often ends up crashing it.

"Ping of death" or denial of service attacks very simply consist of writing software that makes a server open and attempt to keep track of lots of communication channels.

These are never used for anything or closed so can result in a lack of memory so the server crashes or refuses to admit valid users.

This is a very poor thing to do as not only is it a pain in the **** but also requires little or no skill.
