Is is consider to be normal ?

I have recently format my 6.4Gb hard drive by using a Windows 98SE boot disk. After the format of the Hard drive, I boot up the machine by Windows 98 se with Cd support and then install WinMe from zero.

My question is I can see a message shows up after POST and the message isL Invalid Settings in the MSDOS.SYS file [00143977], may I know is this normal ? and how can I fix it ??

This should work. Boot to native DOS (F8 at boot time), and then execute this command:

c:\windows\command\sys.com c:
