error mesage

My friend sent me this:

Last thing she did was change settings in NetMeeting. Computer then locked up, she Control/Alt/Delete and the "Warning thing" came up...where it asks to hit Enter to kill program or wait. She hit enter, made a beep. Restarted on its own then. Went through scandisk on restart...
Gets this error when loading Desktop"
"MSGSRV32 has caused an error in DEVCON32.DLL"
"MSGSRV32 will not be run. Please restart if problem continues"

i had same problem i reinstalled windows
over the top of itself SORTED IT
