Hi, I have win98se (english version) in C: and another win98se (other language) in E:
(D is application part). After I installed the win98se in E: drive, I can no longer boot the win98se english version in C:. I use bootmagic, but no help.
How can I make dual boot? is there anyway using bootmagic? or is there something I must to do, with fdisk or something about active partition?

What happened in your case was that the second installation of Windows overwrote some system files on the existing version.
The problem with Windows 9.x or ME is that it must install some things onto the C partition.

The work around for this would be to use a utility like you mentioned to automatically hide and unhide 2 primary partitions. In essence, you will then have 2 "C" partitions.

Here is what you want to do, I'll assume that you also have Partition Magic in addition to Boot Magic.

You need to have 3 partitions on your drive and move everything from your existing "D" drive back to the third partition.
(When your done it will be "D" again)
You should have the first 2 partitions completely before the 1024 cylinder (within the first 8Gb of the drive).

Using Partition Magic, convert the 2'nd partition into a primary active partition, and hide the first partition.

Booting with a boot disk, you will then find your existing Windows partition as hidden, your new partition will now be the "C" partition, and your applications are "D" again. Load your second Windows installation onto that partition.

When your done, go back using Partition Magic and hide that partition, and make your first Windows partition active.
Boot into that partition, and install Boot Magic. Boot Magic should then have no problems finding and configuring your second Windows partition.

Thats how I did it with '98 and ME. I think there is a way to do it with Boot Magic alone, but I used PM to help setting up the partitions.
