Does cd rom/dvd mean that I can buy a dvd movie and play it on my computer?

I assume that means you're buying a DVD player that also plays CD-ROMS. So yes, you can buy DVDs and watch them on your computer. But depending on your computer, the quality may not be so good without a decoder card.
