nt user permission question

how do i give a user permission to install programs with out also making that user a member of the administrator group?

If a user logs on as a member of the admin group then the $shares are visible.

does that mean they are also being shared with the internet?
The gibson binding page has me worried.

Hello,

You have (I think) three options: Policy editor or give them full permissions (user name) on the C:drive without making them administrators or you can make them local (PC) administrators without permissions to server-admin group. Like local admin they will be able to see the local winnt$ share without rights to use shares out of their PC's . By restricting access to shares with password and forming group of users you can avoid access to others.
