The only three software CPU cooling programs I can think of are Rain, Waterfall, and CPUidle. I've only been able to find Rain 1.0, which keeps my CPU temps down to a nice cool 80F. The only problem is that if Rain is enabled when I play any OpenGL or DirectX game, the game will crash without fail within the first 2-3 minutes. If I disable it Rain, everything works fine.

Is anyone using one of the above programs, likes it, and would mind posting a link on where to download it?

I don't like them - they're ok when the processor is idle, but they don't help one bit when it needs cooling and they can lul people into a false sense of security.

I kind of like having my proessor cooled around 75-80F when idle. Since I'm not cracking blocks for RC5 anymore, this idle time occurs more often. When I'm browing the internet, my CPU is used very little, so I'd rather it at 80F than 90F. Plus, the program takes very little resourses and runs in my system tray. Seems like a fairly good deal to me.

Personally I think that such programs are great for gamers too. They'll cool things down a lot faster during chat breaks etc. But, alas... they don't do anything for ya when you're really crankin it.
