Im about to reformat my Win98 partition yet again because it got corrupted again!
I need to know where the mail is located, so I can save it, so I dont lose any important mails that I needed.

in outlook express 5, your mail folders will be in the form of *.dbx files. in outlook express 4 and under you'll need to copy your *.mbx files. the best way to do it is by following jbob's suggestion.

You will find the files saved in windows/application data/outlook express (for 5.0 they are .dbx files) Just copy that complete file and you will have all the old mail at your fingertips upon re-installation.

If you have Outlook Express 5( I'm not sure about 4) go to the Tools > options menu. Under the Maintenance tab there's a button that says store folder. Click that, it will tell you. It will also let you assign the store folder on another partition, so you don't have to move it when you need to reformat.

I was hoping to solve the same problem with Outlook 2000, but have not found such a file/directory, i can do importing and exporting, but i would still like to know where the emails are stored.

If you do a search for *.pst files, I think Outlook stores all folders (inbox, outbox, etc...) in one file. The last I knew, it was a *.pst file. I don't know of a way to change the place where Outlook will look for the file, like Outlook Express.
