Safe to delete this?

Norton anti-virus says it found a virus on my comp... C:\WINDOWS\STARTM~1\PROGRAMS\STARTUP\network.vbs

cleaning it failed and its in quarantine now. Can I delete this or is this used by something? and how can I tell where I got it?

You can delete it. It is just a visual basic script, not an infected system file.
