Where are these i/o adresses

I'm trying to understand about i/o adresses on x86 systems, but i can realize where are they PHISICALLY LOCATED. For example, if COM1 uses lets say 3F8-4F8, this range is located in RAM (DIMM, SIMM, etc) or in additional memory chips that only CPU uses?
