different defragers

here is something that is bothering me i used the defrag program that came with windows 98se.. it defrags ok. i installed a small program called vopt clicked to defrag and it said 6% fragmented so i defraged..
clicked on norton utilites defrag 4%defrag..
why is there different readings and what would be a better one to use, that gives a better reading.

most of those by default have been programed to put certain files first and each one is different so even after you have run norton and it puts them in its default order another program will put them in a different order and so still see the drive as fragged..Norton speed disk will let 'YOU' customize how they are organized and many people like that...it is also the fastest of any I have tried..Norton also in its default settings will 'watch' how you use your system and over time rearrange your computer accordingly.
