my Athlon now at 1000MHZ will do 3.24 m/keys and the celeron sitting right next to it clocked at 950MHZ will only do 2.59 m/keys

Thats around what I get. Are you sure your running the latest client, and have no processor intensive apps running in the background? The client will take full processor priority. If thats what you have been doing, the 9MHz must have a greater effect that you'd think.
