I went to dslreports.com and cheecked my speed which was 207 down/ 360 up.
I tried their tweaks but it didnt help. Maybe i didnt do it right but all i know is, their tweak didnt help.
I got a westell dsl modem and a linksys etherfast 10/100 lan card. my order was a 1.5/256?? not exactly sure but i know my Down is 1.5

I have yet to get DSL, but I am with Earthlink.

Wow, that's terrible on the download; the upload is actually pretty good.
I've used the tweaks too, they didn't seem to help me. With a rate like yours though, I'd say ELN is possibly having problems in your area. Unfortunately, tech support doesn't do much to help anymore, but you could try calling their DSL Tech Support - maybe you'll get lucky. 888.829.8466.
What kind of phone lines are in your house? Old? Lots of noise on the line could be a problem.
ELN has a system status page, but I find that this also is inaccurate usually. I've called up Tech Support before to listen to their recorded system status, and to report a downage or problem before it's even listed.
You could try running the speed test again later, see if it improves. Probably a good idea to do that before doing anymore tweaking around. It could be just ELN.
Note that their "selling maximum" rate is rarely what you'll end up getting. The further away from the telco switch, the more degradation. Also, note especially with downloads, it depends on the speed of the server from which you're downloading too. Slower or congested servers can reduce your dl speed.
