Probably due to U.S. export laws - possibly that the versions of Win2k that EarthWeb has to give away are licensed for the U.S. only. It really is not uncommon for a U.S. contest to be open to U.S. residents only - quite common actually.

There are compititions all over the web that are restricted by location, if ya can't enter 1 comp then look for another.

Because I received a couple of e-mails with almost the same content "Why are you so upset with that … - then go away" I will state my opinion again.
First of all I am not upset, I am just a little bit disappointed and I wanted to point out something - by my opinion - it has some discriminatory relation towards us, outside of USA, from the owner of the page.
This page should be (and it is from membership point of view) open to everybody, so if it has any contest (organized by the owner) it should be for all of us and if there is any law against shipment to some countries - apply the conditions then.
I do not want say - This site (http://sysopt.earthweb.com) is solely for the benefit of USA citizens because I don't think that, but/and if the owner acts like that, then it will be fair to state so.
No, I do not want go away, but if I receive more e-mails (about this subject) instead of posting your opinion on this page I will post them for you.
Yes, I want to help (free of charge).
My point was and it is - If our contributions are welcome why not then "possible benefits"?

This site is open to everyone. You're not located in the U.S., yet you are able to benefit from the content on the site and interact with others here just like everyone else. Contests are not what we offer - we offer content. So, EarthWeb isn't discriminating. Again, it is a legal issue and has nothing to do with the company discriminating against other countries.
Of all the benefits that this site has to offer (100's of free articles, 1000's of user reviews, 1000's of messages in the forum), being able to participate in a contest for a piece of software is more important? You'll have to take that up with Microsoft (regarding Win2k licenses in this case) and/or the U.S. government, as to why so many contests here are not open to non-US residents, and even certain states within the U.S. (Florida comes to mind). Different countries (and states) have different laws when it comes to contests, and your rights as a contest participant. It would be a NIGHTMARE for a company to try to comply with the laws of every single country in the world, if it made a contest open to everyone.
