Recycle Bin Icon Messed up

I just restarted Win98 a few minutes ago and now my recycle bin icon shows that it's full, but it's empty. Is this a common problem? If it ism then it's the first time it's happened to me.

Simply choose recycle bin properties(by clicking right mouse in the recycle bin icon) and there you can choose the size of recycle bin.

have you tried the tweakui program and selected the tab repair icons.
