Do you guys know of a particular ISP that has worldwide access. In other
words, I want to dial a number that is local to that country and get online.

What you're looking for is called GRICtraveler internet roaming service. Your ISP needs to be a member of the GRIC network, but other than that it's free anywhere they have a local POP.

Availability in North America, Europe, Japan and Australia is pretty thorough - rest of the globe the coverage is mainly in large population centers.
