I need a specific Poledit Template!!!

Hi! I work at a library and we have decided to block out anything on the public comps that could potentially give people power to mess stuff up. I know poledit isn't the best way to do it, but using templates I have blocked out everything nice and tightly, except for the fact that you can right mouse button the the start button and click on Explore. That is the only security hole. Does anybody have a template that will allow me to block this out? I know there are programs out there that will do a better job, but my boss wont' buy anything. And in a public library Warez is out of the question.

Its actually a bug, but Tweakui will block out the right click options. Go into tweakui->my computer and UNCheck all the drives "past" your last drive. (if you only have a c drive, uncheck drives d to z)
