My friend and I who live in the same house now have our PC's connected and want to know if they are running at optimum speed.

How can we do this?

We are using two

Realtek RT8139(A/B/C/8130)PCI Fast Ethernet NIC's using RJ45 connectors and Cat5.

The cards are 10/100.

How can we tell if we are getting 100 speed.

Their are probably utilities that would show actual speed. I can't think of any off the top of my head. One way is to use FTP software that would show you the download speed. You can probably also set the data rate manually in the properties of the NIC. Network control panel applet. Click on the properties of the card and then probably an advanced tab. Usually set to autodetect the speed but you should be able to manualy set both cards to 100 and you would only transfer at this speed. Keep in mind that 100 Mbps is a theoretical speed and the best you could hope to do is somewhere between 22 to 27 Mbps on a hundred meg segment. 6 to 7 on a 10 meg LAN.
