The tech support ignore my question on the possibility that my ram doesn't work right. I'm thinking more like the bios. If anybody has this setup working and running at 1400mhz with windows please post your specs and brand of ram and etc.. Because i don't think it's possible as of right now.

This is speculative, definitely not suppotred (by me, or well anyone for that fact!), but here ya' go.
From what I've learned, it appears to be a problem with how the SIS735 chipset sets the voltage levels with some 250 and 300 watt lower-grade spec power supplies when operating at 1400+ MHz. This is not a BIOS problem, and can not be resolved through simple flash upgrade or BIOS setting adjust.
People with high quality power supplies, such as the Enermax 430w that I personally use will likely not witness this problem. What is the brand, model, and rating of your PS unit?
A potential fix that is circulating around the net is to force the processor to autodetect 1.85v as the autodetect defualt core voltage. This can be accomplished through the connection of all L7 trace routes on the processor through the pencil trick. While this is only a .1v increase over the defualt, I recommend the usage of good cooling before attempting this modification.

I have an Apollo 300w powersupply. So your thinking maybe my board will run properly with the Enermax 430w. Does this powersupply support pentium 4 (future mods in mine)? I guess it's worth a try if you think it's the problem. Thanks, Rob. sis315? Much different that sis 735? Anyways i guess the theory is more believeable than my micron ram is not working correctily.

Forget I mentioned the SIS315, that is something else entirely. Not even a m/b chipset.....
I can't confirm nor deny these claims, as this is reference from some research I've done over the past couple of days. I'm personally using a TB 1.2 (200) at 1.35, so my results as compared to a 1.4 (266) are not directly comparable.
I probably wouldn't invest in a better PS like the Enermax 430 before referencing a second opinion from someone that actually had this issue. With that said, I recommend visiting these links for more info:
