With above board fitted in case it is completely dead. Removed and sat on insulating material it powers up fine. Only touching case on mounting points and through
sockets on back plane. Help!!

are you using the same PSU each time?
Another thing you might try is putting a small piece of paper between the board and the spacers/screws, kind of like washers. That will help insure that nothing is touching. Is it possible that the board is touching the case along the edge of the mobo?
