Refusal to Boot

Hello all;
I'm trying to load the O/S on an older server my boss just bought. It simply goes into the bios, even after setting the boot to both floppy and CD-ROM (both of which appear to have been installed correctly). It's using Award BIOS.

Did you format the hard drive? Set up a partition? Transfer the system files?

How do I format the harddrive and set up partitions if it won't get past the bios?
Please note I don't have any documentation or disks. I've tried booting from a floppy, etc. It recognizes the drives in BIOS, and I've set it to boot from both floppy and CD, but no go.
