From the CNN article entitled Uncle Sam wants you ... to fill out your census form (http://207.25.71.24/2000/US/04/29/census.takers.ap/index.html): While 65 percent of households nationally mailed in their forms, only 59 percent of Chicagoans and 58 percent of New Yorkers returned theirs.Uhm...if they know 65% mailed in their forms, wouldn't they know what 100% should be?

I think they can roughly guess how many households there are since thats how many census forms they sent out, but they don't know how many people are living in each household.
