no power to a fic 2013 motherboard

I have a fic 2013 motherboard which seems to put out no power to the motherboard. I have tested all the components and they work correctly on another MB(cpu,memory,video, powersupply). When u power up anything connected directly to the powersupply powers up, but anything connected to the motherboard does not, other then the IDELED and PowerLED connected from the case,

Any IDEAs?????
