I'm having trouble getting the fan on the heatsink to run the CPU fan came in a retail box with the 700 mhz duron processor I have tried plugging it in the power fan and the cpu fan places on the motherboard but it doesn't work. Is there some setting in the bios to get it to work? Does the fan run all the time? Any help would be greatly appreciated.

Yes, it should run. All it needs to do is be plugged in. If its plugged in, and the comps on, and its not spinning, then your fans probably broken.
Sometimes its hard to see if a fan is spinning or not. What I do is take 1 ply of tissue paper and put it near the fan while the comps on, to see if it gets blown away or sucked in. If it does, its obviously on.

Its plugged in I know the fan works because I tested it does anybody know if there is a jumper on the Asus A7V motherboard that would cause the fan not to run? Any help would be appreciated.

Nope, theres no jumper that disables a fan connector on the A7V.
