CAS Latency is the number of clock cycles from the time a request for data is made until that data is available.

RAM rated at CL=2 for its default speed is more likely to run at 25-33% over that speed. A system setting of CL=3 ususally is required for stability at the higher speeds.

PC100 compliant RAM should be labelled something like PC100-322 or -222. The three digit suffix designates relevant timing parameters, the first one being CAS latency. If there's no such label on it, then it's safer to assume CAS-3 operation. Or, if your system's BIOS has that, set SDRAM speed to "Automatic" or "SPD" (same thing). This makes BIOS read the size and speed parameters from the Serial Presence Detect EEPROM chip on the DIMM itself.
