Often cards have a tv out so you can use a tv as a monitor to watch dvd's or play games. A card with "TV in" capabilities should have a tuner with it, such that you can hook it up to your cable jack and watch Everybody Loves Raymond. "Video In" is just an input without a TV tuner that you can use to say, transfer movies from your video recorder or VCR to your computer. But you probably already knew that!
