An EEPROM is a category of PROMs. A PROM is any read-only chip that can be programmed. Some PROMs can be written only once. Some are EPROMs, or Erasable Programmable Read Only Memories, these usually use a UV source through a small window to clear their memories. An EEPROM is an Electrically Erasable Programmable Read Only Memory, and an electrical signal is used to reprogram the chip once it's been set.

Plain ol' "basic" PROMs (dunno if there's a special name for these) used to use things like fuses, which would be blown or not blown (a one-time only thing) and from then on could be read. EPROMs were an enhanced version of the basic ones, which as I said could be wiped by UV light. EEPROMs are used widely today. Your BIOS is on an EEPROM.
